  1. The Secretariat shall be composed of such Senior Staff of the TCD, as may be designated for that purpose by the Executive Director.
  2. The Staff of the Secretariat shall be appointed by the SUMMIT on a competitive basis, and their terms and conditions of service shall be as approved by the SUMMIT but may be reviewed from time to time as and when deemed necessary.
  3. The Executive Director shall be the Head of the Secretariat. He shall be appointed by, and accountable to, the SUMMIT; and shall hold office for a term of five years, which may be renewed only once.
